Hi there, Would a freak kit for a ion fit a pmr?

no, pmrs are cocker threaded. Ions are impulse/ion/nxt/SP threaded

The only part which is specific is the freak back - the inserts and front sections are universal. That means that if you had an Ion and a PMR, you would need a Smart Parts back and an autococker back, and everything else would work with either. I hope that makes things a bit clearer.
