If you are referring to the "cocked" position, then no - it's very different.

When you have an MQ(1 or 2) valve the bolt is completely de-coupled, since the sear, hammer & spring are completely removed.

Consequently there is no cocking rod length to set. The bolt will open to the full extent of the ram travel, then close when the eye detects the ball in the breach.
