NYX are a franchise team, and as such don't need to register - or at least that's how I thought it worked.

Dynasty are bound to be playing - I imagine they are contractually obligated as part of their SP deal, and maybe some other sponsor agreements.

More than a few of the teams sign up last minute but you can count on the 15 NXL teams to be at each event.
With the intro of non-franchise teams to NXL all registration runs thru APPA system just like other PSP teams so even the franchise kids have to register, have IDs, etc. (Which we didn't used to do.)
