i took the pipe out of the regulator to replace the reg grip sleeve and when i went to put it in it doest seem to go all the way in is it supposed to have some thread still out or am i doing something wrong

That's fine it won't thread all of the way in

And if you thread it i too far, it won't be able to swivel around

I know what you've done. You had a standard sleave on before. And now you have a 45° swivel grip fitted. So now you can see the threads. As long as it has sealed there is nothing wrong.
