ok when i have the eyes off it shoots uber fast and as soon as i turn the eyes on it shoots like 5-6 bps any help is apresiated

Is this with or without paint?
If the eye is dirty/malfunctioning it will drop the ROF right down.
Have you checked the eye connection, or have you taken off the eye covers and cleaned the eye assemblies?

with paint i cant take the eye cover off as i dont have the right allen key it is a really tiny one
