I have a new 2002 Shocktech cocker with a 68/4500 Max-Flo on it..When i turn the air on the gun blows air till it is cocked..Is this a normal thing for cockers or is it a problem?

Yes, that is perfectly normal. The valve is just venting air because the hammer is on it and isn't being let off of it. Just cock it and there's no problem at all. Have fun!
