hey i know this is noobish but is the velocity adjustment on a e1 cocker on the bottom of the reg?

No.

Take out cocking rod at back, insert appropiate allen key in back, turn anti-clockwise to turn down/ clockwise to turn up.

Don't mess with the reg, if you have then you will need to sweet spot back in. See http://www.moodypaintball.com/pages/tech/reg.htm to see how.
