i'm thinking this is a usa bottle as he states it's got DOT writen on it?

If he doesn't know if his gun works with air instead of CO2, he won't know what any of that means. If he's written down all the markings then it looks like it's not Pi marked, but that doesn't make it illegal for him to sell.
