Anyone know this guy?

Money was sent on April the 16th
Nothing turned up after a week, told me post office had a bit of trouble but they were finally on there way to me, still nothing, have sent pm's askin about it to which no reply even though hes been on the forums numerous times after, left a message in his thread still no reply
Anyone know him to give him a nudge to get it sorted if not im gona take it up with paypal.
Any help appreciated
