OK, you are clearly a newby so I will be patient, and you have got a reason why you thought this.
The Angel is an electronic semi-auto, as is the Impulse, Timmy, Shocker, Matrix etc etc etc. Lots of electro semis are available & there isn't exactly a large difference in rate of fire between them. (If your original statement had said ELECTROs shouldn't be allowed in tournament then there would have been a bit more validity).
The amount of paint a marker uses in a game is purely down to the person firing it - I know people using Cockers (NOT an electro) who fire faster than some people with impys, angels etc. However, you are limited by how fast you can pull that trigger as no marker is tournament legal if it fires more than 1 shot per trigger pull. So "holding it down" isn't possible - that's a fully auto function.
Part of the skills of today's tournament player is being able to move, snap shoot etc despite the RoF of modern markers - the guy shooting his marker has to come out to shoot you anyway which makes him/her a potential target for your team.
