Outside of WDP and a few select WDP dealers/techs you aren't going to have much luck here.
A palm pilot running WDP's setup tool can be used to activate the locked modes, however an additional add-on module is required for the setup tool to be able to do this. WDP keep access and distribution of this add-on under strict control to avoid Angels being configured to allow modes that are illegal in the owner's country.
With ramping now being allowed in the PA, it may be that WDP will relax their stance, at least enough to unlock appropriate modes in Angels that are sent to them. That's just guesswork, you'd be best calling Frazer at WDP and asking him.

WDP wont do it, so i guess thats a no no then!!!
