Am I allowed to do raffle as such, say sell so many tickets to the value of the marker then pull a number out of a hat, (or something similar, and that person get the marker?

When ever I see these raffles sales I just instantly think scam.

Yea, I would of done lottery number or something like that. But yea I agree, if I seen raffle I'd be suspicious. I just reduced the marker on the sale thread instead hopefully get it sold today.

We have had some in the past, but we found out that they are very much not legal, unless you get all the hoohah charity permits. So we outlawed them.
