By definition, preset systems have the output pressure preset to a given pressure - so the quick answer is no. Some can be fitted with different internals to convert them from, say, 850psi output to 450psi.
There are some relatively cheap screw-in systems that do have adjustable output pressure, but in my opinion you're better off either getting a decent system, or sticking with a cheap preset tank and relying on your inline regulator to give you a correct and consistent output.
