Air bottles

ive been looking for an air system for my marker and have seen afew, they say something like this eg: "Born 2004 to 2013" does that meen after the date 2013 is the bottle un usable? i know about having to have the bottles tested but not sure about the rules for them eg steel or fiber wrapped? please help

the bottles we use currently have a 15 year life from the born date. Most bottles now have 5 year intervals for testing, and the test cost around £25 ish.
