i can't get my reg to stay screwed into my new air bottle, whenever i try to unscrew the reg the bottle comes off instead
do i need to use some kinda loctite?

no no no no no. dont ever use loctite on a bottle.

Your reg is probably just too tight in the ASA/on/off.

When the bottle is aired up, it will be much tougher to unscrew from the reg. It wont come falling off in the middle of a game so dont worry.

This sometimes happens to mine ... on your reg there will be two little allen key screws mine sometimes came lose causing this. Also a little gun oil makes it easier to come off.

is there sposed to be an o-ring on the thread that screws into the bottle??

Whatever you do, don't put gun oil near your Air System........
