By "out of the top" do you mean between the regulator and the bottle, or out of the top of the regulator?

If it's coming between the regulator and the bottle, then it's most likely started to unscrew itself.
If it's coming out of the top of the regulator, then have a look at the pin in the middle , if it's not sticking up completely, take something with a flat base which is small enough to fit in the hole (clothes pin works, end of a pen... something like that), and push the pin down (MAKE SURE THE TANK IS NOT FACING TOWARDS YOU OR SOMEONE ELSE) gently, if no air comes out, press it in a little more, then let go, and the pin *should* pop right back out to where it *should* be, and you *should* be able to fill your tank again.

Its coming out of the top of the regulator. the pin in the middle is very wobbly (for the lack of a better word) i dont remember it ever being like that before? and even when not pressed in the air is coming out as fast as i can put it in?

Hm, might've naffed the regulator then mate. I'm in no way a qualified airsmith, so your best bet at this stage would be phone whatever paintball shops/fields you have near you and ask if they know of a good airsmith nearby; alternatively, go on the tank manufacturers website, drop them an e-mail or give them a call and see if they can't sort you out.

(When I say manufacturer I mean Pure Energy, Draxxus, Dye... not Luxifer or whatever the other makes of tank they have).

You might find it's going to be cheaper to just take your current regulator off and buy a new one, they run for around abouts £20-£40 on the forum.
Good luck mate.

Thanks for all your help, the Evil Website dont work for me atm for some reason so i will try again later, am sure they are an American based company anyway so they prob wont help me much. am not to sure about how to take the reg off though? i mean its tight on there would you not need special tools to get it off?
