In 1999 a couple of city officials took free concrete and other various materials (that were payed for with federal tax dollars) and instead of using them in the city, they gave some of their buddies (on private property, that recieves no public service, by law) new patios, swimming pools, and new gardens with all the tax-paid materials. They're being charged with fraud (in federal court I believe), and are screwed if they're convicted...they most likely will be

With proper warrants and six (count 'em...SIX!
) criminal cases awaiting trial, the Special Weapons and Tactics teams are usually called into action.
Also, if the womans' house he was in had some ties with city officials, a swat team could be summoned pretty quickly.
Do not be fooled though...a SWAT team in Illinois (i think) would consist of four officers with assault rifles (not too much...eh?

You know what else? In America it is legal to SELL the paraphenalia for drug-use....but illegal to use the paraphanalia for its fabricated use, or to purchase drugs.
