ADVICE NEEDED custom spire shell

I want to try and paint a shell like this to match my barrel back, I know the black will need to sprayed on, and ill need to use a primer and a clear coat to protect everything. Does anyone know a spray paint brand suitable for the plastic?

And does anyone have any ideas on what brand/type of paint I should use to replicate the splatter/splash pattern seen here (mine will be blue)

I used citadel paint for mine (same paint used on models so formulated for plastic )be sure to use an etch primer and key the surface 1st then at least 4 coats of lacquer on top. I also use the same paints on the gunstands I make
