It looks 10' by 4'? If it is then my local graphics company do them for about £40 but I'm sure other areas have similar prices. You can get a 4' by 20' for £68. I think its an extra £8 to have it reinforced with eyelets so that it can be mounted. The main cost would be in having someone design it for you, especially one that size as it would need to be done in illustrator or inkscape to make sure it doesnt become pixelated. Therefore I could only speculate on how much it cost to have that one made as it would depend on the number made, price per hour of the designer etc...

It's a promotional banner. Companies hand them out for free to sites, tournaments etc.
Of course it costs something to have them made but it will fall under their advertising/promotion budget.
And yes, it's been noted that you're technically not selling it here but using this site to benefit your facebook business is equally as bad.
