An IP address is not personal data under the dps untill it becomes linked to that person in a real life profile, so a mod can hand out an IP address freely as long as he doesnt say with it something like.

What happens if you have a 3 mobile device (or simular) on a pay as you sim? Nothing thats whats cos theres no address assigned to that ip.
