The fact it bounces means a little more pain, although the lower velocity helps the sting factor.
It can hurt more but usualy it doesn't. Mate of mine shot himself in the head and he didn't jump about too much

I shot Tricky in the ass with a reball out in Norway/Meance's place. He didnt complain too much at that was at point blank
